Respected Sir/Madam,
Myself, Vaibhav Yawalkar, a student of Shri. Vasantrao Naik Govt. medical college, Yavatmal, affiliated by Maharashtra University of Health sciences (MUHS) Nashik (Maharashtra) , have just finished my MBBS, and now will be undergoing internship in the same college.
Our university avails the facility for transfer of internship after completion of concerned course, to various medical colleges across the country.
The rules regarding transfer of internship are available on university website and can be found here-

According to these rules ,transfer of internship will be allowed on merit basis (based on marks scored by the candidate in the final year MBBS exam) and also to special cases (such as, on medical ground) as said by the university.
But there is no information or the information is unclear, regarding MAXIMUM number of candidates that will be transferred from particular college to the other, which also decides the MINIMUM number of candidates that will remain in the parent college and is more important issue. Let me clarify this.
As per new rules the number of candidates to be transferred is 15% of total candidates APPEARED for final year MBBS exam during that academical year in the same college.
At the first place, I personally feel that, the number of transfers should be 15% of total candidates PASSED in final year MBBS exam in the same college and should not be calculated on the basis of number of students APPEARED for the exam. This will maintain the number of interns in that college to serve the patients, which is (should be) our foremost aim. And it will also reduce extra burden on the interns that would have been there if the number of transferred candidates were large.
Second thing is that, whether the 15% transfer limit is inclusive of special cases or they are done separately outside the 15% quota? If it is done separately, then I kindly request you, to finalize the 15% transfers limit applicable as a total number of candidates that will be transferred inclusive of all categories mentioned.
After all maintaining the minimum number of interns in any medical college should be given highest importance rather than giving it to individual medical student.
Third thing, I would like to suggest that , transfer proposals under special cases category, such as on medical grounds, should be examined carefully and by on-spot medical examination of the candidate or the relative of the candidate and not merely by considering the submitted medical documents to prevent abuse of this facility.
Fourth thing is that, according to the notification MUHS/EO/1403/2008 dated 08/04/2008 (can be found here : http://www.muhsnashik.com/academic/Regarding_Internship_Transfer_290308.htm)
point "G" states that,
" In ADDITION to above all categories, the Hon'ble vice chancellor will have power of granting internship transfer to DESERVING candidate in special circumstances "
kindly clarify the following queries regarding above statement:
1) What exactly the word, "DESERVING" means, does it mean that the candidate still has to satisfy merit criteria or special cases criteria ? If NO, then what are the criterias so that the Hon'ble vice chancellor considers that particular case?
2) Whether these transfers are outside 15% quota or part of it? And if outside, then what is the limit for number of transfers under this category?
I kindly request you to consider my suggestions and take immediate action regarding the same, and also clear the asked queries.

there is one special legal (???) way for illegal transfers...
they said that vice-chancellor can transfer any no. of candidates outside the 15% quota, if he feels so...and may i know who r u?
